The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Immense energy is devoted on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Following this, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new initiative from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
